When I create my form, I get the last step and can only change the state to Pending. The moment I do that, I have read only access. Just installed today on DNN 3.x

I am signed on as the form creator, super user. As a result, I cannot publish forms.

Help!

The read-only message is only at the form template detail level.  If you proceed directly to the Change State screen you should be able to continue the publish process.
